Setup Keycloak and design SSO integration

• set up instance of Keycloak and understand it
• Design integration with WDP and Analytics platform
• Implement SSO for Analytics
• Implement authorisation for Analytics

In our last meeting we discussed moving to a shared Keycloak instance, and @alexdutton is now in touch with Alexa (@scryptmouse) at CIC to plan/coordinate this.

In the early stages of the project the keycloak instance was reviewed and set up. I am putting this issue back in the To Do for next year when integration between WDP and AD happens for real
