Implement email notifications

• Specify what email notifications will be sent
• Design the notifications (especially if they are reports)
• Implement the notifications

Email notifications were not included in MVP. Much of this will be easier once the WDP integration and authentication aspects have been finalised, and the system's relationship to user accounts is better understood.
