Sending test webhooks is broken

The webhook url is blank because it doesn't read the webhook data from the database.

Plan to resolve:

• Reproduce from the Webhooks settings page using the “Send test” action; capture errors (network, auth, nonce, 4xx/5xx) in console and PHP logs.
• Trace the Ajax handler/controller that triggers the test send; verify it builds a valid sample event payload, headers (including signature if applicable), and target URL.
• Fix any handler or route issues (cap checks, nonces, wrong action name), and ensure meaningful error messages are returned to the UI.
• Add a small unit/integration test for the webhook signing routine and a mocked HTTP request to assert happy-path behavior.

• Which test type is failing for you: global test from settings, per-webhook test, or both? If there’s a specific error message or response code you’ve seen, please share.
