Can not load users on User Settings Utility tool

I'm facing an error when trying to use User Settings Utility tool. I connect to an environment with my user that is System Administrator, open the tool and after clicking "Load Users and Settings", an error is shown saying "An error ocurred: one or more errors ocurred". This issue happens in all environments.

To Reproduce
After clicking "Load Users and Settings", below error was popup:

Clicking "Next" and enter password:

Expected behavior
After clicking on "Load Users and Settings", the users should be loaded so I could do whatever is needed with them.

This should not be related to User Settings Utility but more about XrmToolBox.
Does it happen only with this tool?
