Settings don't show any tooltips anymore

Describe the bug

None of the settings from mod configuration files show any tooltips anymore when you hover over the name.

To Reproduce

1. Boot the game with other mods installed (e.g. Storage Drawers), and log into a world
2. Press ESC, click the Mods button
3. Click on a mod in the list, and click Config
4. Browse through a file until you reach a setting that has e.g. an ON/OFF state
5. Hover over the name of the setting

Expected behavior

A tooltip should popup showing the internal name of the setting, with all of its comments in proper order.

Additional context

This was already broken in 1.21.6-2.7.0.
In minecraft 1.21.7 the mod crashes entirely so I cannot test if that version is affected too (but probably).
But this was not an issue in minecraft 1.21.5.
