Activate package-lock.json

1. As a "best practice" you need to activate package-lock file to be sure, that everyone every time can install same version as you.
2. it will be better to remove ^ and ~ from all package versions to have a stable and constant versions every time. And install packages with attribute -E or use .npmrc file with flags:

Frankly I'm unaware of any issues related to the actual dependencies of the project. What's the point to fix something that is not broken? Not to mention the fact, that in this project node.js is used only as a building tool and is not intended to be used for anything related to end users.
