handle web socket rate limit error #577
Description
If we do not have a socket open to a mint and we are rate limited, then when we try to open the socket to a nutshell mint we get an error logged to the console:
We then continue retrying which just makes us get more rate limited.
The other case is when we have a socket open, and then get rate limited. In this case nutshell sends us a web socket message that we are rate limited:
This is from Nutshell/0.16.6, but most likely is similar behavior across other versions that support sockets.
In both of these cases we should show a message to the user that they are rate limited and the app may not work as expected.
