Redo character save format

In the long run it'd be nicer if we could just use JSON for the character save format so characters can easily be read or modified. This would mean the character file can be modified by anyone with access, but since most characters are stored either on server or use FN it isn't much of an issue.

Is this what is stored in the database currently?

Currently characters are saved in a binary format, except in the FN database. The FN database characters are encoded in base64.
