If platinum is not present in a modpack you cannot obtain a base 13^3 capsule without commands.

A workaround is to override recipes using a custom datapack. Base empty capsule size is a nbt value so it should be simple enough to create a new recipe or tweak existing ones with the ingredients available and set a different size value.
