Localize time on leaderboards

I'll have to figure out how to do this, but UTC time is confusing. I think ASP.NET has some feature to allow me to use the player's local time instead.

If not, it's certainly possible to do it on the front end. (Mind you, working with dates/times in Javascript is never fun...).
