Add filtering by leadership

Filtering by unit leadership needs to be added.  This is only applicable to units, as no other Juju objects have a concept of leadership.  

Further consideration is required to determine how Jockey should behave when it is used to collect non-unit objects and leadership (or non-leadership) is indicated as a filter.  Should this be ignored?  Should this throw an error or warning?
