[BUG] Update and delete categories for budget, only does on the top most but not the targeted one

Bug Description

When Creating a budget and assigning budget range for specific category, updating existing category only update the top most category rather than the selected, This also includes when deleting categories, it delete the top category rather than the selected.

Steps to Reproduce

1. Go to Finance > Setting > Manage budget
2. Click on Create Budget budget
3. Click Copy from previous budget and select specific budget or just skip this if no existing
4. Create 2 category then delete 1 at the buttom.
5. If update just update the last 1 and observe
