OK. I fixed that.
Trouble from GTNH tags-release.yml workflow

        uses: actions/checkout@v5
        with:
          fetch-depth: 32
+         submodules: recursive
      - name: Determine JDK versions
        id: list-jdk-versions

A showing of the fix that led to a successful release build (sorry, I cleaned up the repository)

As you can see, without the above mentioned fix from GTNH, the workflow does not see the submodule.
