Controller can only be detected when plugged in on Windows boot, cannot be hot plugged

I recently built some custom firmware from the master branch and v2.4.0.

I was able to flash the firmware okay, but the XInput is only recognized in Dolphin if the controller is plugged in during boot. I've confirmed this issue is in the 2.4.0 prebuilt binary as well.

I'll poke around device manager sometime to better pinpoint the issue.

I've never experienced this issue, don't know how to reproduce. Are you still having the issue?
