Add generic extension configuration data to Network #1137
Description
We have discussed adding a generic bytes32 to bytes32 mapping on the ColonyNetwork contract to provide generic key-value configuration data to extensions. This would allow the metacolony to configure extensions with chain-specific data, while remaining agnostic to the specific number & implementation of the extensions themselves.
