Yes, we have the same issue on preview testnet, upgraded to 10.5.3, node still is stuck.

In Preview I was able to recover the nodes by changing these two options:

config.json

-  "ConsensusMode": "GenesisMode",
+  "ConsensusMode": "PraosMode",

topology.json

-  "peerSnapshotFile": "cardano-node/peer-snapshot.json",

• Restart cardano-node
• Wait until it is synced 100% cardano-cli query tip --testnet-magic 2 | jq -r .syncProgress
• Revert the config changes above
• Restart cardano-node

Also installed 10.5.3 after reading this is compatible with preview and having other stalled issues.
That also stalled around 97% looping same slot with 0 hot peers for hours.

Restarting in praos mode as suggested (only needed the one line change) got straight past this issue.

Is this a bug then or what is going on?

Note, I am new to building a pool. Have my first relays up, but they misbehave on preview so far.
