Publisher dashboard doesn't provide the option to associate Ad Experience settings with Placements

Following the documentation and trying to click and see all available options, it seems the publisher dashboard doesn't provide the option to associate Ad Experience settings to Placements. Placements and Ad Exp settings can both be created, but there is no option to associate these.

How does this work? According to the documentation the Ad Experience should be assigned to the Placement.
