Possibly related to #11976 as we are experiencing that issue as well. We are running v6.9.
When we upload a new file to a dataset (xlsx file .. do not get the "You cannot add Tabular Data Tags to a non-tabular file" error as it is a tabular file ), publish the dataset, and then use the "Replace" option to replace the file with the edited version, the process seems to complete (ie: we click Done) but the file does not change and shows the original file.
If the file is a newly uploaded file (dataset published after upload), the "Replace" process creates a draft, but the file in the draft is the original file (not the changed file). Publishing the dataset again results in the original file existing in the dataset (no changes).
If the file is existing, or has already been replaced once, and the "Replace" function is attempted, the process completes, but no new draft is created and the file is the original file (no changes are reflected).
All versions of the file appear in the S3 bucket.
