Add appropriate guides for members

Add the following guides to help the new members :-

1. Get familiar with git.
2. Contribution Guide.
3. Project Proposal guide.
4. Issue templates.
5. General Guidelines.

Most of the above guides and some new ones will be added as the community matures.
