Enforce workspace limits

Workspace limits should be enforced (I can make a 11th experiment, even thought the experiment limit says 10). 

Also "Current Quota" in the workspaces summary cards says "10 experiments", but if you switch to the "Current Workspace" tab, the quota is 3 experiments
