Externalize MOVE_FILES parm into the Configuration file

[M-DLB]

The --movesFiles parm is hardcoded in the 03-classify script, forcing users who don't want to move files during Usage Assessment to edit the script and remove this parm.
Externalizing this parameter to the DBB Git Configuration file would give more flexibility to the configuration and customization process.
