Auto translations with Deepl #656

Some language aren't translate since I have stop using google transation.
Describe the solution you'd like
It will be better to have a GitHub action completing missing translation.
Describe alternatives you've considered
Google translation may be use, but I don't whant to pay for it & there system haven't any limitation of request
Additional context
The limitation it to 500 000 char per month. I hope it will be enoth.
- Create an Acound
- Add the maven library to usual
- Add a function to translate with personalized parameters from an english string
- Be able to call translation from command line
- Be able to call translation for a full language file (every missing translation)
- Be able to call translation for all languages files that can be translated
- Add a GitHub action that auto translate missing translation when releasing new data
- Add same system for the web site
