Complete Runtime Docker Images #2

Description:
Currently only the Python runtime is documented. We need to build and test Docker images for all supported languages.
Tasks:
- Build and test cpp-runtime Docker image
- Build and test node-runtime Docker image
- Document build instructions for each runtime in runtimes/README.md
- Add resource limits (memory, CPU) to Dockerfiles
- Verify network isolation works correctly for each runtime
Acceptance Criteria:
All three runtimes build successfully
Sample programs execute correctly in each runtime
Documentation updated with build commands
