File Size Validation Not Enforced on Upload #10
Description
File size limits are only checked after file creation or content updates, not during initial upload/import. This allows oversized files to enter the workspace temporarily, potentially causing performance issues.
Expected Changes:
Validate file size at upload/creation time before adding to store
Show clear user-facing error when limits are exceeded
Prevent file from being created if it exceeds limits
Display maximum file size in error message
