framework needs way to poll redis status and fix problems.

In DE 2.0rc2 there is a failure mode that the redis container can be running but yet it is unresponsive.
The framework just goes into a permanent hang. It needs a way to first check that redis is working
and exit with the appropriate exception (or just restart it) if it is not.

I am nowadays working around this with a check_mk flag that will set a flag if redis is not running and then it will auto-restart with a puppet exec. But still not ideal. 99% of these unresponsive errors have to do with problems with podman losing the firewall rules that allow you to talk to redis.
