Add option for default CVSS calculator #807

Is your feature request related to a problem? Please describe.
For an organization that uses CVSS v4 almost exclusively, switching the CVSS calculator from v3 to v4 every time is annoying.
Describe the solution you'd like
Add some sort of setting to choose the default CVSS calculator to open if a CVSS vector is missing / could not be parsed.
Describe alternatives you've considered
Some options:
- Remember the last (manually selected) calculator and save in browser local storage
- Add a settings page somewhere that stores the option in browser local storage
- Add a global setting to one of the Command Center models
