Add COPYING file and license/copyright headers to files and nuspec #3
Description
From what I understand, noone can safely use this code if its licensing and copyright is not documented properly/clearly in the places people expect to find it. Seems like it might be a reasonable way to deduplicate code in programs using NDesk.Options, but I want to know that I can legally use it ;-).
