Find instrument by GPIB address only

Allow to find the ::INSTR resource (VISA-Resource) with only the gpib address.

When using the xyphro usb-to-gpib adaptor with instruments that have a unique GPIB address in the entire stack it would be possible to find the instrument just by its address since there are no duplicates.
