Allow plugins to be uploaded and not installed #336
Description
It should be possible to upload plugins to SharpSite and choose at a later time to install them. Also means that we should be able to deactivate plugins without uninstalling them.
This will be very helpful when we're installing a new instance of SharpSite and people want to be able to choose a database provider plugin
