Validation function for figurefirst decoration. 

There are a number of issues #12 #11/ #25 (duplicates) and  #10 that relate to non-conformant svg decoration. Perhaps we should have a validation step that makes sure the decorated SVG conforms to 'spec'. Part of solving this issue might be determining what that 'spec' should be: though see the discussion in #57.
