Add OpenCombine support for non-Apple platforms #3
Description
Problem Statement
Currently the repo only support Combine on Apple platforms.
Suggested Solution
For non-Apple platforms (like Linux, Windows) OpenCombine could be added to have the same APIs available everywhere.
