Iv31&Percent spec

Spec to set how much ivs at 31 the pokemon WILL have and with minimum%

iv31&min%	iv31&min%:3-80	The pokemon will have 3 ivs at 31 and at least 80% ivs.

2 importants info with this spec :

1. Since i calculate to find the good percent, a high percent value will take longer to calculate. To avoid a server lag, this calcul is done in an offthread. So when spawn/give pokemon with this spec, it will spawn with random ivs, and it will be replace few seconds later by the value you set in spec (except if server is off during the calcul, the pokemon will have the good ivs what ever it happen during the calcul)
2. To make it work, some value need to be use, like, you can't set 3 ivs at 31 & percent = 40 (since its minimum 50%) so there is the value for each iv at 31 :

For 6 ivs at 31, just use the minivpercent spec or numivs spec.
