Project infrastructure

• Code review? This project won't be too big, we could stick with github.
• Testing? We could use mocha. We can't plausibly test a real teamspeak (too many edge cases I think) but we can create a mock connection handle for our bot object and test around this. Exactly how we should do this will take some thought/experimentation.
• CI/devops, we could use travis and automatically deploy dobby changes if it passes a test suite.
