@james-minton This happens because the CI and the bar graph are separate elements drawn in the SVG, and as a result the trigger to show a tooltip is unique to each. To change this I think we would want to rewrite the way in which the CI is generated, so that both the bar and the CI for the bar are wrapped in a shared <g> element that can have the tooltip. It's a big change to the structure of the graph and the way d3 generates the elements, so while I wouldn't call it a major feature change, it's more time-consuming than a CSS change or a small change to the JS.

For these reasons, I initially just disabled display of a tooltip for the CI. The effect, with both enabled, is that the tooltip for the bar disappears and the tooltip for the CI appears (I'm assuming this isn't what you want). But let me know if it is.
