2. Implement a big red warning banner that will appear when a user is trying to add/send ERC20 tokens.

Good luck with compiling the list... There are more than 34,000 of vulnerable ERC20 tokens... (Read the research paper: https://arxiv.org/pdf/1802.06038.pdf)
Also I do oppose the creation of publicly known list of vulnerable tokens - as no such list exists yet - and once made public would provide the groundwork for criminals as they would be able to specifically attack those tokens listed as vulnerable.
