Add sample/stub authority lists to EFES

Can we define here in the comments a list of authority lists that would be useful to add, even if they only contain example content that would be expanded by individual projects.

Current authority lists are:

• bibliography.xml
• divine.xml
• document-search.xml
• findspot.xml
• institution.xml
• material-search.xml
• mentionedplace.xml
• months.xml
• monument-search.xml
• origPlace.xml
• ruler.xml
• symbols.xml

There will be two categories of sample authority-list in the long run:

1. Stubs, that contain only one entry, that serve as a template for each project to populate (e.g. prosopography, bibliography, geography, etc.)
2. Shared authority-lists, that individual projects might expand, but which at least some of the values might also be useful for many people (e.g. symbols, months, material, category of text)
