GUI doesn't work as the installation fails

Windows 11: In the installation box, although it says 'Installation Complete', it had failed - there's a 'copy failed' message in the middle.
So I tried running the installation at a command prompt:

C:> c:\Python27\python.exe -m pip install -U "rtlsdr-scanner"
Collecting rtlsdr-scanner

which seemed to identify the issue.
