Heretical emancipation counter-crusade is nonfunctional

When event emf_heresy.2076 fires as a consequence of an attempt at heretical emancipation and the religious head selects the choice to go to war, it is expected that this would call a crusade war against the sponsor, regardless of whether the religious head uses the new_crusade mechanic.

Instead, this appears to send an invalid war declaration, followed by triggering the new_crusade crusade against the target.
