Update the Dojo video production requirements

We should provide guidelines and assets so community members can produce their own Dojo videos. Linked are the very old guidelines that should serve as a restarting point -

Possibly it would be best to draft the new guidelines on this wiki and then copy the finished page onto the new site and other places these docs should reside.
