Project references in the project system #410
Description
The project system currently handles metadata refs, but probably can't handle refular project references.
We should investigate how to do that - for example how Roslyn approaches it - and implement it in our system. We should also add it to the language server itself so finally a Draco program could span multiple projects without killing the tooling.
