Improve integration with Aglio. #16

A pilot project is using API Blueprint and Aglio to good effect. Bring this in with some integration. In particular, fix issue that the current iFrame integration (used to bring in external documents) means that the aglio TOC fall scrolls with the rest of the thing (because the document size is set to be huge).
I think this would be fixed by sizing the iframe based on the window size, rather than on the rendered document height. But this would introduce a double scroll, which is not great. Maybe best is to tweak this specific problem and use JS to fix the TOC. By setting it's height? There's potentially complication between inner and outer frame and the scroll bar that you need in the TOC element in order to deal with a long TOC.
