Don't advertise public key unnecessarily #17
Description
An advertised public key stays in the network for four weeks. If it's requested again earlier we should ignore the request.
This should at least save some POW on mobile clients, on a sufficiently enhanced trusted node we might not even receive a pubkey request before it's time.
