refactor needed to address message format elements

PSDO was developed to describe relational information displays and their elements, but was expanded in scope to include information content of performance summaries and elements of message templates that did not include relational information displays in the Feedback Tailor Knowledge Base.

Changes are needed to accommodate the description of message templates that do not include visual displays, such as brief email messages.
