the issue
while being alphabetical doesn't matter for inactive blogs after a blog is reopened and put back into the normal blogs category it should be ordered according to alphabetical order, currently, this is not the case with blogs being the lowest in the category once they are re-opened

example
these blogs should be placed back into the category alphabetically with respect to the position of the other blogs.

Reopening - while the blogs get sorted in general, it seems to not happen right after blog is activated by someone posting in it.
This is definitely a bug, and needs investigation
