When libGDX GWT backend supports GWT 8.12, migrate to GWT Gradle Plugin v2

Use GDX-liftoff tool

Seeing that the tool currently does not use the v2 plugin and I could not figure out how to set it up, and the v1 works for now, this issue is tabled for the future.
