A "PrimeGov" Scraper that is generalized just like LegistarScraper to the point where PrimeGov sites can be deployed via GitHub UI as well.

Could potentially use work from CouncilDataProject/cdp-backend#231 to

1. turn meeting PDFs to plain text
2. use instruction-based querying on LLM to extract interested information from the text, like attendee concilmember info, among others.
