More Vote types

It would be cool if we could use this for more than just 10 weeks :

• Financial Votes
• Evals meeting votes
• Other use cases?
  • A general informal poll ?
• For non-eval meeting vote types we would need to allow people that aren't evals to create votes
  • This could be changed to be all eboard/rtps maybe
  • or perhaps make it such that anyone can create votes, but you can only end your own votes

It might be cool to have different vote types go into different collections, and furthermore and/or for example, give each directorship its own collection so its easier for people to find specific results, instead of piling all votes (financial, evals, etc) into a single (or a few) collections. Perhaps assign categories per-document.
