Simulator run class rewrite

Write a new run method or redo the one we already have to fit with new scenario.

Infinite loop possibility when a lane is stacked with over 12 cars. Need to simultaneously check if there are lanes with cars AND if maxtimer has not been reached.

The way to move forward appears to make logic in one method that can handle all three of the scenarios posed, with the only difference being the amount of cars in different lanes

The new method has been mapped out and should be able to handle all scenarios.
We can map the different scenarios by changing the number and location of cars, and run them through the same code afterwards.

No testing as of yet, Timer #38 and CarList #50 are required before Simulator can function.

Took approximately 2.5hr to create code (theoretically) capable of handling all scenarios.
Est Time for testing and debugging: 4hr

Once this works, this iteration's primary objectives will be complete.

Both appear to be linked to mintimer's implementation, the lights are not correctly reading when they change
