feature: Cosmetic for Profile Pictures

So we are Adding this Cosmetic feature so that People can equip custom Frames on their pfp.

**Describe the solution you'd like**
I want to make a component which will render over the pfp.

**Additional context**
In future we are going to add Background Banner for pfp and themes so it will be 1st step towards that.
