Description
The ability to sync Python pip packages is easy with the help of "pip download". If download is against the same folder as were the latest downloaded item is it will skip until a new version is found, that way there is no need for any advanced checking. What needs to investigate is whether this is enough.
The synced libs will make use of the local python pip installation and run a requirements file to keep the list in sync.
